I was in the library talking to someone who said he has been "a rule follower, a rule breaker, and a rule maker." Yes, all of them. As a parent, who was once a conscientious little girl, I can also say I made rules for my children that I once followed myself. But we know, don't we, that each of us has at some time or another broken a rule (or two), like the young student in the illustration above.
